Bremen, officially the Free Hanseatic City of Bremen, is the smallest and least populous of Germany’s sixteen states. It’s often informally called Land Bremen (“State of Bremen”), a term that’s also sometimes used in official contexts. The state is made up of the city of Bremen and the small exclave of Bremerhaven in northern Germany, both surrounded by the larger state of Lower Saxony. The state of Bremen consists of two separate enclaves. These are Bremen, officially the city municipality (Stadtgemeinde Bremen) and state capital, and the city of Bremerhaven (Stadt Bremerhaven). Both lie on the River Weser; Bremerhaven is further downstream than the main parts of Bremen and serves as a North Sea port (its name means “Bremen’s harbour”). Both enclaves are entirely surrounded by the neighbouring state of Lower Saxony (Niedersachsen). The two cities are the state’s only administrative subdivisions.
